LTFRB Affirms 20% Student Fare Discount Applies During Holidays, Warns Against Violations

The Land Transportation Franchising and Regulatory Board (LTFRB) reaffirmed on Wednesday, November 19, that students must continue to receive a 20 percent discount on public transportation fares during class suspensions, holidays, and weekends. This statement comes following reports of some public utility vehicle (PUV) drivers refusing to honor the fare concession.

LTFRB Chairperson Vigor D. Mendoza II emphasized that fare discounts are mandated by law to be available throughout the entire period a student is enrolled, citing Republic Act 11314, which institutionalizes these discounts. "The law is very clear about this. There must be a discount to students even during holidays for as long as they are enrolled. So we are reminding the operators and drivers again to strictly follow the law," Mendoza said.

He also warned of strict legal repercussions for drivers and operators who deny students their entitled concessions. Drivers found violating the regulation face penalties including a three-month suspension of their driver’s license and a fine of ₱1,000 per offense. Meanwhile, operators may incur fines up to ₱15,000 and risk having their Certificate of Public Convenience revoked.

"If not, I will make sure that you will suffer the consequences, including the revocation of your franchise," Mendoza stated firmly.

The LTFRB encourages students to report any violations by filing complaints via the agency’s hotline at 0956-761-0739 or through its official social media channels. Mendoza assured that properly documented complaints will be thoroughly investigated.

The chairperson extended this appeal to other groups benefiting from fare discounts, such as senior citizens and persons with disabilities, urging them to report any refusal to grant their rightful concessions.
